I'm far from an expert on Ubuntu but this has been reported as a previous cause of such errors.

That is strange are you sure you are at e1c65dd and specify the nixpkgs repo correctly from nixos-rebuild? So the problem is persistent only for regular users, which includes nixbld users. Good news, I found the problem of this issue after reading some tcpdumps. I think commit e1c65dd can be reverted.

You could try to use the --ipv4 option to curlwhich should force an IPv4 connection when both are available.
